DepEd’s JDVP-TVL on its 3rd year of implementation

The Department of Education (DepEd) will embark on its 3rd year of implementation the Joint Delivery Voucher Program for the Senior High School Technical Vocational Livelihood (JDVP-TVL) Specialization for the School Year 2019-2020.

The JDVP-TVL specifically aims to enable the learners to complete their respective TVL specialization subjects through the JDVP-TVL Partners or service providers. The program also provides an appropriate learning environment required of the specialization and address the delays in the provision of the necessary resources for TVL specialization.

The JDVP-TVL as a program is designed to optimize TVL learning by allowing SHS students enrolled in the public schools to avail of the voucher and take their TVL specialization in eligible partner institutions from either private or non-DepEd public SHS as well as Technical Vocational Institutions, offering their desired specialization. It is a tuition fee assistance to Grades 11 and 12 students in the Department of Education public senior high schools which have been identified as having inadequate facilities, equipment, tools and teachers with regard to the implementation of the TVL specialization.         

A tuition fee voucher shall be granted to the beneficiaries in the qualified public SHSs in the amount of Php. 12, 550.00 per learner beneficiary. The voucher shall cover the training cost for 320 hours per learner in any 1 or combination of 4 specializations. It shall also cover tuition and miscellaneous expenses (consumables for the workshops) for the TVL training and education needed to complete the applicable specialization for Grades 11 and Grade 12 until January 31, 2020. Further, an assessment fee of Php. 550.00 shall be taken from the voucher to underwrite the cost of Assessment on the specialization and assessment centers of their choice. 
         
On the other hand, the partnership between DepEd and the JDVP-TVL service providers is consistent with Republic Act 8545, otherwise known as the Expanded Government Assistance to Students and Teachers in Private Education Act or the E-GASTPE law, both in terms of policy and form of assistance. Under this law, the invaluable contribution that the private schools have made and will make to education and the complementary roles of public and private educational institutions are recognized towards the fulfilment of the mandate of the state to promote and make quality education accessible to all Filipino citizens. ###
