The essentials of monitoring and evaluation

School leaders play a very crucial role in establishing measures in keeping an eye to the school’s progress in the delivery of the Most Essential Learning Competencies (MELCs) through the chosen learning delivery modalities.  Since Butuan CES is implementing three different learning delivery modalities such as pure online, pure modular and blended learning, it takes an effective and doable monitoring and evaluation system to keep track on its progress and to analyze and address its lasting or significant changes may it be positive and negative brought by the shift of learning modalities.  This is to ensure that timely decisions are made in addressing challenges, bottlenecks and opportunities along the way.

As the leader of the biggest elementary school in the division, I personally consider monitoring and evaluation as an important aspect not only in the delivery of learning modalities but all other programs, activities and projects to be implemented by bringing substantial information to the forefront and making changes in the existing systems of the school if necessary, to ensure valued results.  This key aspect needs not to be ignored if the school leader, the teachers, the learners, the parents, the stakeholders and the school in general want to ensure an effective and relevant evaluation of the implementation of the learning delivery modalities and other programs, activities and projects to be implemented. 

The reasons for monitoring and evaluation usher many possibilities like proving one’s accountability in the continuity of education amidst the pandemic, demonstrating high impact and effectiveness of the chosen learning delivery modalities to the learning experiences of the learners and to the lives of the teachers and parents and the community in general, improving future performance, measuring achievements and progress and celebrating them, criticizing efforts that do not bring good results and addressing these efforts by providing various interventions.  These are just some of the laurels brought by having an effective monitoring and evaluation system in the school. 

Furthermore, the M and E systems should also scrutinize the causes and effects of successes and failures in the implementation of the various LDMs in order to improve the processes of its implementation thereby projecting its strengths and weaknesses by grasping its true achievements and progress which then lead to a very meaningful, purposeful and timely monitoring and evaluation systems which will then be proven through its impacts and influences improvements.   Finally, M and E is very critical in building and strengthening understanding around the many multi-layered factors that may affect positively or negatively in implementing the chosen learning delivery modality in the school and whatever the effects may be, the school leader should have the initiative in addressing them effectively in order to ensure quality and valued improvements in learning outcomes and to achieve organizational success in general. ###
