ABSTRACT
 
In all types of organizations the management of human resources is one the most critical divisions that needs a full support from the top management as it play a very significant role in the realization of the vision and mission of the organization. The management has to do proper implementation of the human resources policies and programs of which both are the key players in carrying out quality performance and the assurance of quality education.  It is very important for the administrators to have understanding of the concepts and dimensions as well as the foundations and resources of management. With such knowledge, the management’s approach of its problems could be clearly understood and appreciated. When understood, an individual will know how much of the human activity is unconsciously structured along the lines of management. This study used the descriptive research design and used the four sets of instruments, the standardized questionnaire on the assurance of quality education, a researcher- made questionnaire on the status of human resource policies, a researcher- made questionnaire on the status of human resource program and the student evaluation of faculty performance which is a standardized questionnaire. The respondents are 10 administrators, 14 faculty, and 314 students a total of 338 respondents. This study is conducted in Butuan City, Caraga Region, Mindanao, Philippines. This study aimed to determine the relationship of the management of human resources and the assurance of quality education as basis for a five- year development plan. This study sought to answer five specific questions to determine the level of assurance of quality education, to find out the significance difference in the ratings of the administrators, faculty and students on the level of assurance of quality education, the level of management of human resources in terms of HR policies, HR programs, and job performance, the relationship between the management of human resources   and the assurance of quality education and to find out the appropriate five- year development plan for the efficient and effective management of human resources and the implementation of the designed development plan. The result of this study challenged the researcher to determine the levels of management of human resources and the overall level of assurance of quality education as basis for a five- year development plan. The findings of the study revealed that the overall level of assurance of quality education is very satisfactory and rated very satisfactory also for HR policies, rated poor in HR programs and excellent in job performance. Thus, five- year development plan is needed for the improvement of HR programs.
